Q: What is the hardscape project?
This is a capital improvement project approved by the La Quinta Tennis Villas HOA through a Special Assessment vote which was counted on June 16, 2022. The project is to replace with pavers the common concrete driveway and common concrete parking areas (also know as the "hardscape") in the HOA. As required by Section 4.3b of the La Quinta Tennis Villas HOA CC&Rs, there was a vote for the Special Assessment open from late April 2022 to June 15 2022, which was approved and passed by 26-11. A letter from the inspection of electors certifying the results is located here. Q: How much is the Special Assessment for the hardscape project?
The assessment is $12,800
Q. When is the Special Assessment due?
The assessment is to be paid in 4 separate and equal payments of $3,200 due on or before the following dates.
1) August 1, 2022
2) November 1, 2022
3) February 1, 2023
4) May 1, 2023
Q. What are the payment instructions?
Payment should be made by check, payable to La Quinta Tennis Villas HOA with “special assessment” and one's Villa street address notation included on the check. Checks should be mailed or delivered in person to the following location:

Q. Can or will the Special Assessment be taken out of monthly HOA assessments, or is there an electronic payment option?
No. This Special Assessment can not and will not be taken out of Owner's regular monthly HOA assessments. Owners will need to pay the Special Assessment separately by a physical check. There is no electronic payment option for the Special Assessment.
Q. When does the work take place?
The work is scheduled to commence on or shortly after June 1, 2023 and be completed by October 31, 2023.
Workers will normally be on-site from 7:00 AM-4:00 PM, weekdays and occasionally on Saturdays (excluding holidays).
The following is the order and approximate timing of the work. More exact timing will be available and here as available,
The 2 Calle Mazatlan cul-de-sacs and parking areas: Start June 1. Finish July 31- August 15
The 2 Avenida Fernando cul-de-sacs and parking areas: Start not before July 17. Finish October 1 - October 31
Q. What pedestrian and vehicular/delivery access will there be to the Villas while work is being done on a cul-de-sac
Please plan on there being no vehicular access to a Villa while work is being done on a cul-de-sac. Owners, renters and guest will need to park on Avenida Fernando or Calle Mazatlan and then walk to their Villa. There is no time limit for parking on Avenida Fernando or Calle Mazatlan so long as the vehicle is displaying a valid La Quinta Tennis Villas parking pass.
Pedestrian access to Villas will always be available, though may require walking a circuitous route and/or through an area under construction, i.e. over sand and dirt areas.
While work is being done on a cul-de-sac, it is not advised to have work done on Villas which require trucks or utility vehicles driving up to the Villa.
Delivery folks from companies such as USPS, Amazon, UPS, and Fed-Ex should be able to walk to the mailbox and to Villas during construction. That being said, it is not guaranteed that these delivery companies will intuitively walk to Villas, and everyone is encouraged to not have deliveries to their Villa during construction and/or to make other delivery location arrangements.
Garbage trucks will not be able to go inside the cul-de-sacs. Garbage cans / trash and recycling will need to be carried out to Calle Mazatlan or Avenida Fernando in order to be emptied by the garbage collection services.
Q. What will the hours of work be?

Q. When paver color will be used?
Oak Creek is the paver color for the project. There were 2 paver colors considered for installation and put out to the HOA to vote on. The names of the paver colors were "Bella" and "Oak Creek". These 2 paver samples were on display from October 2022 to early January 2023, and also visible in this presentation here. Oak Creek won out in a vote by 11-5.
Q. Which areas exactly are being re-done from concrete to pavers in the summer of 2023?
An aerial map of the areas be re-done is located here or below. All the highlighted areas are being re-done (from funds collected by the Special Assessment). The work being done in this project (by funds collected from the Special Assessment) does not include the concrete areas just in front of Villa garages, the walkways just in front of Villa front doors, and/or the common walkways in the HOA which lead to pool areas and connect cul-de-sacs.
At the January 18, 2023 HOA meeting, the board voted to allow owners to have the garage and walkway areas in front of their Villas to be redone in pavers at their own option and own expense, by engaging directly with the vendor completing the main project.
